I was wondering if we needed a business license in the state of California to run an online business. There will be no retail store or any physical location to run this. It is purely online.

however as self employed you will file Sch C and when you ascertain your ‘net’ you file that amount on sch SE and your self employment tax is apprx. 15.3% of your ‘net’

Ask a parent or guardian for help.
Most business transactions are based on contracts, for them to be legally binding the participants need to be over 18 (generally). A parent/guardian can fulfill this obligation on your behalf, however they are then legally accountable.
