Here is the United States we have zelp and the better business bureau to complain about people running dishonest businesses so the public can be pre warned. In Australia is there also a place you can post about a business ONLINE business. They are in Perth, Australia. I speak French and was laughed at about my language, and then lied to about the wig they sold for $400.00 I found in China for only $40.00, not to mention being called names about me in a picture kissing my bf and called duck face, I am so appalled of their behavior I want people to beware and complain. Careful girls they sell plastic wigs for cheap and lie that they are the only ones who have them, liars, and horrible people.

They claim that they do not accept returns because they are Ebay, but that is unlawful where goods are defective or not as advertised. Contact the Department of Consumer and Employment Protection (DoCEP).

You can indeed buy jewelry from China, but there are many more market places.
Here are a few:
Local artist. (There are a lot of people who make jewelry at home. Sometimes they place ads on craigslist, or similar website’s. Ask them if you can buy or sell for them)
Whole sale sellers (online) Jus type in google Wholesale Jewelry and you get plenty hits.
To answer your other question “How do they know how much to buy?”
That is depending from your experience. After a while you know what is selling and what not. What I always do is try it out first with a few items, and then buy more if it is working.

Before I become an interpreter, I also work in several international trade companies so I can say I have experiences in many industries. So far I have accompanied my clients to companies and factories in medical apparatus, fabrics, bicycles, camera,plastic machinery,etc. No problem so far.

Usually, most companies in China have their own “foreign” accounts specialists who can accommodate foreign inquiries and such. They would usually exchange and answer emails in English.
There are many individual interpreters (you can make a search online) with specific industry specialization e.g. Clothing/garments, electrical, chemical, mechanical/machineries, construction, etc. The industry specialization is important because there are some technical terms wherein they have the experience and knowledge to relay the key information to you. They usually post their names, email, contact information, and brief description of their interpretation experience. You may email them regarding their location, and availability, as well as price.
In my opinion, interpreters / translators must have experience in a particular industry with many foreign buyers / traders to gain technical knowledge.
