If you’re a legitimate email marketer, i.e., not a spammer, then Responsys would be a good choice. Their software allows for customization and personalization of the emails you send out. It also keeps track of how many people opened the email, clicked on links within the email, if they prefer text vs. Html, etc.

Be careful – it sounds like you are getting into spamming, in which case you’ll end up with a lot of irritated people, a rotten reputation and no business. How do other similar businesses in your area operate? Advertising in papers, magazines, flyers with menus and prices delivered to potential customers? Ultimately word-of-mouth recommendations are the best.
